Threshold Residential Services, Inc. is a 501(c)(3) nonprofit organization that was founded in 1975 to provide an alternative to institutional living for individuals with developmental disabilities. The first home was developed and began operating in 1979, providing a community-based home for eight adult men near New Waterford, Ohio. Threshold began expanding residential services in 1981 and has continued to do so throughout the years, now operating in 22 different residential locations throughout Columbiana County. In 2005 Threshold began providing adult day services in East Palestine, Ohio. In recent years, efforts have been focused on evolving our service models to create more emphasis on integration within the local communities of Columbiana County.
Threshold currently provides Routine and On-Site On-Call services to individuals in 22 residential locations.
Threshold offers integrated Habilitation and Vocational service options for individuals interested in Adult Day Program services.

Richard, who lives in a Licensed Residential Facility in East Palestine, has been receiving services from Threshold for 41 years. Prior to receiving care from Threshold, Richard lived in the Columbus State Institute. Richard doesn’t let much keep him down, despite using a walker to get around his community. He enjoys a practical joke and will let you know he is a devoted Steelers and Cincinnati Reds fan. Rich is an avid news watcher and updates everyone on local items, as well as the weather. Rich is usually seen with his coffee cup ready to ask for a refill.
The Threshold Foundation is a nonprofit that was incorporated in 1999 to operate exclusively for the benefit of, to perform the functions of, or to carry out the purposes of Threshold Residential Services, Inc. The Threshold Foundation generates funds that are distributed to the individuals served by Threshold Residential Services, Inc. during financial hardships.
